For PhDs:
Note that PhD (also Post Doc) is regarded as a full-time job here. Hence you can find those in the vacancy announcements/ job listings of the University website. Funding is primarily project based and University specific. Funding bodies are in most cases University, government and EU bodies. Consortia among Universities is a common practice and mostly host Universities post the job listings in those cases. Fortunately, there is a common platform where almost all the PhD opportunities are posted

You can also enter your interestes in the website and subscribe to the newsletter so that you can get your preferred (PhD)job postings in your mailbox when something comes up.

A list of short courses with NFP fellowship opportunities
Language:
You don’t need to learn Dutch to study here. Dutch people are very friendly and generally speaks good English and you can conduct day to day activities without learning Dutch. Off course it is always good if you learn the language and the culture but that is your choice. It is not mandatory by any University or program that I know so far.
Student Jobs
Recently, Dutch government made a new rule that all non-EU students will need a work-permit for part-time work. That means, it’s almost impossible to get a student job in Netherlands.
If you are planning to come Netherlands, without any living cost, please read this article: http://www.kritischestudenten.nl/krantje-boord/juni-2011/non-eu-students-welcome-to-the-netherlands-you%E2%80%99re-fucked/
